- 인천경제청 글로벌 ESG-AX포럼서 '호라이즌 유럽' 사업 참여 업무협약 체결
- 글로벌 공동 연구 본격화…해조류 기반 블루 바이오 순환 경제 모델 구축

1일, 겐트대학교 글로벌캠퍼스(총장 한태준)와 마린유겐트 코리아를 중심으로 국내외 기관들이 한자리에 모여 '호라이즌 유럽(Horizon Europe)'* 사업 참여를 위한 업무협약(MOU)이 체결됐다.
지난 9월, '호라이즌 유럽' 측으로 사업제안서를 제출한 데 이어, 이날 국내외 23개 기관이 연합한 글로벌 공동 프로젝트의 서막을 알렸다.
이들은 '오아시스(OASIS) 프로젝트'라는 이름 아래, '혁신적이고 탄소감축 및 고부가가치 응용을 위한 지속 가능 거대조류(해조류) 배양 시스템'이라는 연구 주제를 바탕으로 해조류 바이오경제 플랫폼 구축과 순환형 바이오리파이너리** 개발을 목표로 한다.
즉 육상 스마트팜에서 해조류를 안정적으로 키우고, 이를 고부가가치 소재로 전환해 '블루 바이오 순환경제'를 구현함으로써 탄소 배출을 줄이고, 폐기물이 발생하지 않는 검증 가능한 모델을 구축하는 것이다.
특히 이번 업무협약은 대한민국이 '호라이즌 유럽'의 준회원국이 된 이래, 8개국 23개 기관이 참여하는 '글로벌 컨소시엄'을 한국 기관이 주도하는 첫 사례라는 점이 큰 의의를 가진다.
앞서 지난 9월, 인천시, 강화군, 그리고 옹진군도 이번 프로젝트에 대한 적극적인 지원을 협약한 바 있다.
송도 컨벤시아에서 열린 이번 협약식에는 국내외 산·학·연·관을 아우르는 관계자 50여 명이 참석한 가운데 진행됐다.
참여 기관은 △겐트대학교 글로벌캠퍼스, △마린유겐트 코리아, △인천경제자유구역청, △한국건설생활환경시험연구원, △한국과학기술연구원 강릉분원 천연물연구소, △한국분석과학연구소, △동원F&B, △형지엘리트, △Mondrian AI, △시니스트, 그리고 △씨드에프앤에스, 덴마크 기업 △아우렐리스(AURELIS), 아일랜드 △밴트리 해양연구소(Bantry Marine Research Station), 프랑스 기업 △벤케이(Benkei), 벨기에 기업 △바이오리저드 (BioLizard), 뉴질랜드 △코쓰론 연구소(Cawthron Institute), △덴마크 기술연구소(Danish Technological Institute, DTI), 덴마크 △푸드 앤 바이오 클러스터(Food & Bio Cluster Denmark), 벨기에 △겐트대학교(본교), 포르투갈 연구단체 △홀로스(HOLOSS), △스웨덴 왕립공과대학교(Royal Institute of Technology KTH), 포르투갈 △아베이루 대학교(Universidade de Aveiro), 그리고 덴마크 기업 △마리퓨어(Maripure) 등 8개국 23개 기관이다.
한태준 총장은 “한국이 보유한 세계적 수준의 해조류 양식 및 양식장 운영 기술과 유럽의 첨단 바이오리파이너리, 환경평가 및 표준화 역량을 결합해 글로벌 시장에서 통용 가능한 모델을 만들 것”이라며 “겐트대 글로벌캠퍼스와 마린유겐트 코리아, 그리고 23개 기관의 협력을 바탕으로 반드시 연구과제가 선정될 수 있도록 최선을 다하겠다”고 말했다.
연구과제가 선정될 경우 2026년부터 본격적인 연구가 시작된다. 또 '호라이즌 유럽' 측으로부터 100억 원 이상의 연구지원금을 받을 수 있을 것으로 예상되며, 매칭펀드를 포함하면 더 큰 규모의 연구 예산을 확보할 수 있을 것으로 보인다. 뿐만 아니라 연구 과정에서 연간 1,000억 원 이상의 경제 효과와 500개 이상의 일자리를 창출할 수 있을 것으로 예상된다.
연구과제 선정 결과는 2026년 3월 경 공개될 전망이다.
이번 프로젝트를 주도하는 겐트대학교 글로벌캠퍼스는 생명과학 및 바이오 분야에서 세계 30위권의 명성을 자랑하는 벨기에 겐트대학교의 인천 송도 소재 확장캠퍼스다. 마린유겐트 코리아는 세계적인 해양 융복합 연구소인 벨기에 '마린유겐트'의 분원으로 지난해 인천글로벌캠퍼스에 개소했다. //끝//

Eight Countries and 23 Institutions Participate… ‘OASIS Project’ Officially Launched

On the 1st, Ghent University Global Campus, MarineUGent Korea, and domestic and international institutions gathered to sign a Memorandum of Understanding (MOU) for participation in the Horizon Europe program.*
Following the submission of a proposal to Horizon Europe last September, the ceremony signaled the beginning of a global joint research project uniting 23 institutions across eight countries.
Under the name “OASIS Project,” the consortium aims to build a bioeconomy platform for macroalgae and develop a circular biorefinery system** based on the research theme: “A sustainable large-scale macroalgae cultivation system for innovative carbon reduction and high-value applications.”
In other words, the goal is to cultivate algae reliably using land-based smart farming systems and convert it into high-value bio-based materials. By doing so, the consortium seeks to create a blue bio circular economic model that reduces carbon emissions and generates zero waste while providing a scalable and verifiable solution.
This MOU carries particular significance as it marks the first case in which a South Korean institution leads a multinational consortium under Horizon Europe since Korea became an associate member.
Earlier in September, the City of Incheon, Ganghwa County, and Ongjin County also pledged active support for the project.
The signing ceremony took place at Songdo Convensia with more than 50 representatives from academia, industry, government, and research institutions.

Prof. Dr. Taejun Han, Campus President said, “By combining Korea’s world-leading marine aquaculture technology with Europe’s advanced biorefinery processes, environmental assessment, and standardization capabilities, we will establish a globally applicable model.” He added, “Ghent University Global Campus, MarineUGent Korea, and all 23 institutions will work together to ensure project selection.”
If selected, full-scale research will begin in 2026. The consortium is expected to receive more than KRW 10 billion in funding from Horizon Europe, with potentially larger total research resources when including matching funds. Additionally, the research process is projected to generate over KRW 100 billion in annual economic impact and create more than 500 new jobs.
The project selection results are expected to be announced around March 2026.
Ghent University Global Campus, which is leading the project, is the Songdo-based international campus of Ghent University, ranked among the global top 30 in life sciences and biotechnology. MarineUGent Korea is the Korean branch of MarineUGent, one of the world’s leading marine convergence research institutes, established last year on the Incheon Global Campus.
